Evaluating and mitigating the risk of customer supply disruption.

Research and Development Challenges

As recent supply deficiency events have shown, existing resource adequacy (RA) processes, metrics and tools may be insufficient and need to evolve to address the rising trend in disruptive events, while also considering the changing resource mix. 

Although the initiative has been wrapped, there is ongoing work in accelerating the evolution of RA processes and tools for different regulatory, market, and system characteristics.

Key objectives of the project included: identification of appropriate RA assessment metrics for low carbon systems; development of a scenario creation and selection framework for RA studies; provision of models and data recommendations to represent the performance of resources; understanding of key tool capabilities and gaps in current RA assessment. 

Case studies were used to evaluate and demonstrate the methods under study. Over 25 members and arrange of outside advisors were engaged in the project.
 

In the years to come, we plan to:

  • Develop methods to assess resource adequacy with a changing generation mix, including electrification impacts.
  • Provide foundational knowledge for resource adequacy assessment and necessary changes for planners.
  • Assess flexibility needs and implications for capacity accreditation.
  • Understand impacts of energy systems integration, including gas-electric coordination and increased electrification of transport and heating sectors.
